Technological Change in the context of AI Regulation, Policy and Governance.
Nicole Formica-Schiller has been appointed as „OECD AI Expert“ advising amongst others the „OECD Committee on Digital Economy Policy (CDEP)“ on strategic technology, geopolitics and policy.
Renowned for her track record in AI regulation, governance, and digital sovereignty Nicole Formica-Schiller was one of the initial contributors to the EU AI Act consultations with representatives from the European Commission, European Parliament as well as Governments.
Her expertise informed policy discussions involving parliaments, ministries and commissions such as the German Federal Health Ministry GIHF-AI (Health Forum for AI) by decision of the German Parliament, the Federal Ministry for Economic Affairs, Data Ethics Commission, Digital- and Economic Ministry of Bavaria, the Australian Trade Investment Commission, former Federal Chancellor and others.
Expertise at the Intersection of AI and Innovation Ecosystems
In addition to her appointments to various Boards and committees Nicole played a key role in establishing and scaling one of Europe’s largest AI ecosystems as a Board member of the German AI Association. She also chaired the steering committee “AI Regulation – EU AI Act” and co-authored the position paper “EU Regulation of Artificial Intelligence” submitted to national and EU stakeholders.
As Board member of the external „Advisory Board Digital Science & Interdisciplinary Technologies“ of Paris Lodron University Salzburg (PLUS) in Austria, Nicole Formica-Schiller provides advice on the establishment and strategic direction of the new Faculty “Digital & Analytical Sciences” (DAS). Including its positioning in the fields of AI, human-computer interaction (HCI), data science and related disciplines, as well as the selection of bridge professorships, the creation of an interdisciplinary research college for doctoral researchers and postdocs, and the strengthening of its international visibility in digital topics.

As a digital thought leader Nicole Formica-Schiller is international and national a highly regarded speaker and publishes regularly (Springer u.a.). Her „top pre-order“ listed book „Artificial Intelligence and Blockchain in Healthcare: How Covid-19 and future-oriented technologies are revolutionizing the status quo“ is widely regarded as a thought-provoking contribution to the sector.
In recognition of her achievements Nicole Formica-Schiller has been appointed as a role model in AI and digital professions by former Digital Minister Bavaria for the talent program patronaged by Prime Minister Dr. Markus Söder.
Before founding Pamanicor Health, Nicole Formica-Schiller pursued a successful career (Europe, US, Asia) at Nord Stream (Liaison Officer to the CEO), the global law firms Freshfields (IT / IP) and A&O Shearman as well as at Allianz. She graduated with a double degree as an Attorney-at-law from Ludwig-Maximilians-University Munich, Germany, and in economics. She also successfully completed the Public Policy Programme at the Blavatnik School of Government, University of Oxford.
